I did a system restore and all taskbar shortcuts were erased.
Chrome App Launcher no longer appeared under 'Google Chrome' in the start menu, nor does it appear when I search the start menu or drive. I have also uninstalled and downloaded Chrome twice. I have reset google chrome settings. I removed all my extensions. I also downloaded free apps so that it would trigger the launcher.
How can I add the Chrome app launcher back? I also wonder, isn't restore supposed to preserve all files except programs?

You can drag
C:Users%USERNAME%AppDataLocalGoogleChromeUser DataChrome App Launcher.lnk
to the Windows taskbar to restore the App launcher shortcut, or better yet you can copy the icon to C:ProgramDataMicrosoftWindowsStart MenuProgramsGoogle Chrome
instead if you have the Administrator privileges.mobmob
(The problem with mob's answer is I also didn't find the prebuilt shortcut)
Chrome App Launcher Not Working Windows 10
The answer is: create a shortcut with
'C:Program Files (x86)GoogleChromeApplicationchrome.exe' --show-app-list
as the target, then change the icon to the app launcher icon and pin it.2019 kentucky derby free program. 3:17How to watch the Kentucky Derby. Here's what you need to know to watch the Run for the Roses.Looking for odds and live blog coverage?

Try this: go tohttps://chrome.google.com/webstore/launcher
There you can find the blue 'install app button'.
But sometimes it may not be there. In that case, you may want to try to make your own shortcut, point to:'C:Program Files (x86)GoogleChromeApplicationchrome.exe' --show-app-list
